You cannot close the double-hung windows because the top and bottom units hit each other. Every builder and finish carpenter I've spoken with about this issue says this is a typical Harvey window. They provide cheap windows for rental or "flip" properties; nothing you want actually want in your own home. Now when I'm requesting they take back their window, they refuse. Do not use these guys. Awful and SLOW customer "service". You'll wait weeks to resolve anything. Avoid Harvey windows. Pay a little extra or you'll be pulling your hair out trying to resolve their mess!
